Job Summary:

The Contracts Manager plays a key role in ensuring the Aerospace & Defense Solutions (ADS) division’s adherence to US Government contracting requirements, policies, and regulations. This position is responsible for managing the full lifecycle of government and commercial contracts, from proposal through closeout, while maintaining compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), and other applicable laws and standards.  This role serves as a trusted advisor to program management, finance, and legal teams, providing expert guidance on contract interpretation, risk mitigation, and regulatory compliance.

Core responsibilities include drafting and negotiating complex agreements, reviewing solicitations and terms and conditions, supporting audit readiness, and implementing best practices for contract administration and business system compliance.   

Essential Responsibilities:

  • Serve as the primary point of contact for customer contracting officers and manage all contractual communications.
  • Lead contract administration throughout the lifecycle, including review, negotiation, execution, amendments, and closeout.
  • Interpret RFP/RFQ requirements, advise the program team on bid strategy, and ensure proposal compliance with solicitation terms, FAR, CAS, and other regulations.
  • Responsible for the preparation of any proposal related Representation and Certification information and other related solicitation documentation
  • Negotiate pricing, delivery schedules, and terms and conditions while identifying and mitigating contractual and intellectual property risks.
  • Coordinate with Legal and Finance teams to ensure regulatory compliance, support audits, and maintain accurate documentation.
  • Develop and manage subcontract flow-down requirements and evaluate supplier proposals for compliance.
  • Prepare and maintain required contractual reports and documentation; assist with drafting of NDAs, MOUs, Teaming Agreements, Export Licenses, Technical Assistance Agreements, OCI Plans and other related agreements
  • May perform other duties as assigned

 

Minimum Qualifications:

  • Must be able to access shared database and physical locations with government programs (U.S. Citizen or Permanent Resident of the U.S.)
  • Bachelor’s degree in Business, Finance, Law or related field
  • 8 or more years of progressive experience in managing government/commercial contracts
  • Proven experience leading federal price proposals, developing pricing strategies, and preparing pricing volumes for complex solicitations.
  • Comprehensive understanding of FAR, DFARS, NFS, and other agency supplements; familiarity with all major contract types (FFP, CPFF, CPAF, CPIF, T&M, IDIQ).
  • Strong knowledge of contractual provisions addressing business, financial, and legal risks, including IP/Technical Data Rights and export control requirements.
  • Expertise in competitive and sole-source acquisitions, source selection processes, and cost/price analysis.
  • Skilled in managing change orders, inspection, acceptance, payment, warranty, close-out, and records retention; experience drafting and negotiating contracts, subcontracts, and teaming agreements.
  • Exceptional negotiation, strategic thinking, written and oral communication skills, attention to detail, and ability to work collaboratively in a team environment.

 

Preferred Qualifications:

  • Experience with government property administration, export control compliance, and cost accounting standards.
  • Prior experience supporting audits and regulatory reviews in a government contracting environment.
  • Demonstrated ability to lead cross-functional teams and manage multiple priorities in a fast-paced setting.
  • Proficiency with contract management systems and Microsoft Office Suite.

The preferred location is the Frederica, DE headquarters. This position is eligible for remote work and may be home-based. Incumbents must be able to travel periodically for customer meetings as needed. The noise level in the office work environment is usually moderate. Use of office equipment such as copiers, printers, computers and peripherals is required. Public interactions and public environments may be encountered.
